Responsibilities
• Manage and provide oversight of the entire contract, performing quality assurance across all team efforts and deliverables.
• Develop and maintain staff onboarding materials using government-provided resources and guidelines.
• Serve as the primary interface with the Government; attend weekly performance meetings and formulate/deliver action plans to resolve issues or initiatives.
• Prepare and deliver quarterly PMR presentations; ensure all deliverables (PMP, Milestone Roadmap, Staffing Plan, Knowledge Plan, Quarterly Activity Status Reports, RAMR, Transition-In and Transition-Out Plans, and others) are provided on time.
• Define roles, responsibilities, schedules, and risk-mitigation strategies; manage integrated project schedules using government-defined tools.
• Maintain product milestone schedules and support meeting management, scheduling, preparation, and documentation (e.g., IPTs); participate in daily standups and weekly status meetings.
• Manage the HSIN centralized documentation repository; utilize Jira and Confluence for task management and standups.Prepare activity status reports and contribute to division weekly status reports; develop dashboards, presentations, metrics, and project trackers at the programmatic and executive levels.

• Lead transition-in activities so the contract team assumes full support responsibility no later than 30 days after award.
• Ensure adherence to DHS standards, methodologies, configuration, and compliance (including Section 508 and DHS 4300A).
• Serve as the contractor interface, through the COR, with the DHS Office of the Chief Security Officer on all security matters, including physical, personnel, and information protection.
Requirements
• Minimum 10 years of relevant experience leading teams in project management and stakeholder management, outreach, product marketing, business development, process improvement, training, requirements gathering, and website design and maintenance.
• Project Management Professional (PMP) certification or must obtain within six (6) months of entry on duty and maintain through the life of the contract.
• Demonstrated ability to serve as the primary Government interface, prepare and deliver quarterly Program Management Reviews (PMRs), and ensure timely delivery of all contract deliverables.
• Experience supporting security processing and interfacing with government security officials on physical, personnel, and information protection matters.
• U.S. citizenship required. Non-U.S. citizens, including Lawful Permanent Residents, are not permitted to access DHS IT systems under this task order.
• Must obtain and maintain a favorable DHS suitability determination and background investigation (SF-86 via e-QIP, fingerprints, credit release); U.S. residency for at least three of the past five years.
• Must pass DHS E-Verify employment eligibility verification.

Job description
Dynamis, Inc. is seeking a Contract Project Manager (PM) to serve as the single point of accountability for delivery of all HSIN Program and Stakeholder Engagement support services. The PM manages the full contract team, oversees scope, schedule, and cost, performs quality assurance across all deliverables, and serves as the primary interface with the Government. The PM ensures the program strengthens HSIN as a trusted, widely adopted information-sharing hub for the FSLTTIP (Federal, State, Local, Tribal, Territorial, International, and Private Sector) community.

Preferred:
• Change management experience with a large IT organization and system.
• Strongly preferred: experience with Drupal-based websites or platforms, including content governance, how files are stored and shared, and platform capabilities and limitations.
• Active Secret clearance (or higher); prior DHS or homeland security program experience.
• Experience with Agile delivery and tools such as Jira, Confluence, and Microsoft Project/Teams.
• Bachelor's degree in a related field (business, management, IT, or communications).
• Familiarity with HSIN, including its governance documents, Privacy Impact Assessment, and Terms of Service.
Salary range: $145,000-165,000
The salary range for this position represents the anticipated hiring range. Actual compensation will be determined based on factors such as relevant experience, skills, education, certifications, and potential contract funding.
