Job Description: Parsons is seeking a Regional Program Manager to lead performance of the National Physical Security Program Electronic Security Systems Services contract for South Region 3. The region covers service locations across the Southeast, Texas, Puerto Rico, and the U.S. Virgin Islands. The Regional Program Manager will serve as Parsons’ senior operational leader for the region and will direct and supervise all contract work. The position will work directly with the Government Contracting Officer’s Representative (COR) and will provide the authority, leadership, and oversight necessary to manage regional service delivery. All personnel performing under the contract are subject to applicable background-investigation and suitability requirements. Personnel may not perform contract work before receiving the required authorizations. What You'll Be Doing: • Direct and supervise all work performed under the South Region 3 contract. • Serve as the primary Parsons point of contact for the Government COR regarding regional contract performance. • Exercise corporate operational authority to make financial and operational decisions without consultation with other personnel. • Lead the Program Support Office and coordinate Regional Service Manager and Regional Technical Lead activities. • Oversee repair, preventive-maintenance, inventory, on-demand, priority-project, transition, quality-control, and other contract task areas. • Establish regional priorities, staffing requirements, resource plans, and operational approaches. • Monitor contract performance, service levels, response times, completion times, risks, corrective actions, and customer issues. • Coordinate regional service delivery across the South Region 3 geographic area. • Lead monthly Program Management Reviews after completion of the Transition-In period. • Coordinate PMR preparation, meeting agendas, meeting support, status reporting, risk discussions, corrective-action planning, and meeting records. • Ensure contract information, service requests, technician assignments, equipment records, inventory, warranties, SLA times, and task status are maintained in the Government IMS. • Oversee transition activities, including Transition-In and Transition-Out planning, execution, issue resolution, and stakeholder coordination. • Coordinate personnel-security, staffing, access, training, certification, and qualification activities. • Ensure that qualified and authorized personnel are available to support required response and completion times. • Direct regional risk identification, mitigation, corrective-action planning, and performance improvement. • Ensure compliance with the approved Quality Control Plan and contract performance requirements. • Coordinate with Government representatives, technicians, engineers, subcontractors, suppliers, and other contractors. • Review staffing changes and ensure required Government notifications are made. • Ensure key positions are staffed and that designated alternates are maintained. • Perform other responsibilities associated with the Regional Program Manager position. What Required Skills You'll Bring: • Bachelor's Degree Engineering or related technical/business field. • At least 10 years of experience managing security programs of similar size and complexity to the proposed region. • Experience managing electronic security systems, physical security, security maintenance, systems integration, field services, or related security programs. • Demonstrated ability to direct and supervise complex, distributed service organizations. • Demonstrated ability to manage financial and operational decisions for assigned programs. • Experience managing staffing, resources, cost, schedule, quality, risk, customer communication, and contract performance. • Experience coordinating repair, maintenance, installation, inventory, preventive-maintenance, or lifecycle-support activities. • Ability to work directly with Government contracting representatives and customer stakeholders. • Ability to manage contract data and performance information in a Government information-management system. • Ability to lead Program Management Reviews and provide clear status, risk, issue, and corrective-action reporting. • Strong written and verbal communication, organizational, analytical, and problem-solving skills. • Ability to manage multiple geographic locations and competing operational priorities. • Ability to obtain and maintain required Government suitability, facility-access, and system-access approvals. • Ability to serve as a full-time, exclusively dedicated resource for the South Region 3 contract. • Project Management Professional (PMP) is a plus. What Desired Skills You'll Bring: • Experience supporting U.S. Marshals Service, Department of Justice, Department of Defense, military, Federal Government, court, law-enforcement, detention, or other mission-critical security programs. • Experience managing regional electronic security system service operations. • Experience with physical access control, video surveillance, intrusion detection, intercom, security infrastructure, door hardware, life-safety interfaces, or related ESS technologies. • Experience managing Government IMS, work-order, service-request, inventory, or asset-management systems. • Experience with transition planning and execution. • Experience managing performance-based service requirements and Government surveillance. • Experience developing or implementing Quality Control Plans. • Experience coordi
